• Admin bypass: is_admin = true skips ALL AI limits (caps, burst, kill switches, status)
• Burst limit: 20 requests / 60s per non-admin user
• Smart Fill input cap: tightened from 12 000 → 8 000 chars
• Per-user daily cap: lowered from 200 → 50 for chat (non-admins)
• All three AI feature flags now seeded so kill switches work day one

Documentation hub

• New page: /admin/docs — searchable, category-filtered browser for all docs
• Reuses existing admin_reference_docs table (no new schema)
• Seeded 14 feature docs covering everything currently shipped
• Categories: feature, changelog, admin, technical, safety, general
• "Edit" button deep-links to /admin/reference for CRUD

How to verify (admin)

1. Open /admin/docs — see this changelog plus all feature docs
2. Open /admin/ai-usage — your row should show no caps applied
3. Hit Smart Fill 25 times in a minute — no burst block (admin)
